Election and public-order disinformation

A clip of a public official circulates hours before polling. Triage at volume, escalate what matters, and link a coordinated campaign by what its media has in common.

The scenario

A short video of a serving official saying something inflammatory appears on messaging platforms the night before polling. It is already at scale by the time it is reported. The office denies it. A decision has to be made in hours, on material that has been re-encoded by every platform it passed through.

The window in which a finding still changes anything is very short. An examination that takes a week is an academic exercise.

Volume, not depth, is the first problem

During an incident the inbound queue is hundreds of items, most of which are genuine, mislabelled, or old footage recirculated. The scarce resource is examiner attention, and it has to be pointed at the right exhibits.

Platform redistribution destroys evidence

By the time a clip is reported it has been re-encoded repeatedly. Detection accuracy falls sharply on exactly the material that matters most, and a tool that hides that fact will produce confident nonsense under deadline.

What this will not settle

  • An inconclusive result on heavily redistributed media is common and is reported as such. It is not a failure of the examination; it is the honest state of the evidence.
  • The platform assesses media. It does not assess the truth of a claim, the identity of an account, or the intent behind a post.
